Dr. David Oubre founded Pontchartrain Cancer Center in 2005. He received his medical degree from LSU School of Medicine in New Orleans, LA. He completed his residency at Earl K. Long Medical Center in Baton Rouge, followed by a fellowship in Oncology and Hematology at Wake Forest Baptist Medical Center in Winston-Salem, NC.  Dr. Oubre is board certified in both Medical Oncology and Hematology.

Dr. Oubre is currently the Chief of Staff at North Oaks Medical Center. He is also a board member of the St. Tammany Cancer Fund, a charitable organization which provides scholarships to college students affected by cancer. He is the Louisiana representative for the State Affiliate Council for the American Society of Clinical Oncology. Dr. Oubre is the immediate past president of the President of the Louisiana Oncology Society. He has also been selected as one of the Top Doctors by New Orleans Magazine and Louisiana Life Magazine every year since 2005. He was the 2011 recipient of the 2011 Spirit Award from the American Cancer Society. 

Dr. Oubre provides medical and legislative education on behalf of Janssen Biotech, Inc. to physicians and medical societies throughout the United States.  In addition, Dr. Oubre is an acting Development Consultant for IntrinsiQ Solutions, currently developing an oncology specific electronic health records system.

Dr. Oubre is active with the Boy Scouts of America.  He is an Assistant Scoutmaster for Troop 310. 



Cassie B. Peart MSN, APRN, NP-C received a Bachelor of Science in nursing in 2002 from Southeastern Louisiana University. She began her career as a registered nurse in oncology at East Jefferson General Hospital in Metairie, Louisiana. Cassie worked with oncology and hematology patients in the hospital, infusion clinic, and physician office settings.

In 2011, Cassie received her Master of Science in Nursing as a Family Nurse Practitioner from Loyola University. She is certified by the American Academy of Nurse Practitioners. She continued to work in oncology and hematology as a nurse practitioner in Metairie before joining Pontchartrain Cancer Center in 2016.  Cassie has now acquired over fourteen years of oncology and hematology experience and remains focused and engaged in her future with oncology and advance practice nursing.

Cassie is currently a member of the Oncology Society of Nursing and the American Academy of Nurse Practitioners.


Jessica Bosch, MSN, ANP-C

Jessica Bosch, MSN, ANP-C received both her Bachelor and Master of Science in Nursing from Southeastern Louisiana University. She has over 13 years of experience in oncology and critical care. Jessica served as a Clinical Instructor at Southeastern University for the Bachelor of Nursing program. She is also very active in our community by making 2-4 medical mission trips per year to underserved countries around the world as well as volunteering at a medical outreach clinic in the Greater New Orleans area.


Chelsea McKean, our Director of Research, has been with Pontchartrain Cancer Center since May 2016. She received her Master of Arts in Psychology from Southeastern Louisiana University after graduating from LSU. She has worked in clinical research since 2014 as a behavioral interviewer and a research specialist for many health and wellness studies, but wanted to expand her research interests into the medical field. Chelsea believes clinical research trials will allow greater access to care, and offer patients more options for cancer treatment.
